– Journalisten Tintin blir av sin arbeidsgiver Tidens Tegn sendt til Sovjet for å dokumentere og opplyse deres lesere om situasjonen i landet etter 1917. Sammen med sin trofaste hund, Terry, drar Tintin for å gjennomføre sitt oppdrag. Men det er noen som vil hindre at han noen gang får rapportert tilbake om Sovjet, og Tintin må oppleve litt av hvert underveis for å bringe "sannheten" frem til leserne. Tintin in Soviet er den minst utypiske Tintin-historien av alle Tintin-seriene Hergé har laget. Dette skyldes at dette var den første Tintin-historien han lagde, hvor historien er på mange måter mer fordomsfull enn Tintin in the Congo.
