This book provides a comprehensive and policy-centric understanding of Singapore's policy responses to the COVID-19 pandemic and 2007 Global Financial Crisis (GFC). It also discusses Singapore's experiences with the 2003 SARS outbreak and the 1997 Asian Financial Crisis (AFC), and how these have contributed to the city-state's response to COVID-19 and the GFC. The author argues that Singapore's ability to successfully navigate the COVID-19 pandemic and recover from the GFC is driven by its prior experience with the SARS outbreak and the AFC, both of which had prompted the Singapore government to build up the necessary policy capacities for effective crisis management.In focusing on the role of policy capacity in Singapore's response to the COVID-19 pandemic and 2007 Global Financial Crisis, this book aims to provide policymakers and practitioners with a useful framework that can be used to plan for future crises and pandemics.
